Redcar and Cleveland Borough Council’s local plan proposed building 4,050 homes over the next 15 years, with homes allocated at sites including Nunthorpe, Ormesby and Guisborough.
The full council voted on the plans last week. A total of 29 votes were cast against the plan, with 28 for.
One point of disagreement was over the site allocation for 1,000 homes at Marske Farm, south of Redcar, which some residents had protested against, according to Alex Conti, planning strategy team leader at Redcar and Cleveland Borough Council.
The local plan will not progress in its current form, but planners will work with the council leadership to decide how to move forward, he said.
